Basically, in post-completion OPT, you are eligible for applying for OPT officially.
Only after the enrollment, on a full-time basis, full-time academic course/year at a college or university, or any other institutions that have been formally certified by U.S.ICE (i.e., United States Immigration and Customers Enforcement) and SEVP (i.e., Student and Exchange Visitor Program) to enroll F-1 students. In this type of OPT job, having an F-1 visa is not mandatory at all.
Once you get the authorization to participate in Pre-completion OPT, you are eligible to work part-time for an average time of 20 hours per week.
Stem extension OPT
The person who has done his education in Science, technology, Engineering, or Mathematics is considered for STEM extension OPT.
Candidates with stem OPT can get a chance to work for 24 months or two years from the date of application.
Pre-completion OPT
In a pre-completion OPT job, you can only work if you have completed your studies. After getting eligible in this category, you may be able to work full-time and part-time (i.e., for twenty hours or less per week).
In this, there are some conditions applied for those who have already participated in Pre-completion OPT. The United States Citizenship and Immigration Service deducts the time they have already spent in pre-completion OPT from post-completion OPT. Suppose, for example you are eligible for work only for seven months if you have spent five months in pre-completion OPT.
What are the OPT rules?
The time provided for working and making a carrier in the USA to the student pursuing their undergraduate academic course in the USA and having an F1 category visa.
(F-1 category is a type of student VISA given by the USA, i.e., generally offered to international students pursuing full-time academic courses in the USA.).
In OPT, the person working as pre-completion OPT, you are eligible to work as a part-time employee for 20 hours a week or maybe less than that too.
And if you work as are working as a full-time post-completion OPT employee, you may work for 40 hours per week.

Best time to apply for OPT job?
For an F-1 Candidate, you may apply as soon as ninety days/ 3 months earlier to complete your course. And you are not eligible to use it after two months/ 60 days.

Hence you need to apply three months (90 days) earlier than completing your course.
